International scholarships?

I graduate in one year, and one of my choice colleges is in Spain (I live in the US). I had been researching international scholarships, but most ask if I belong to a certain institution…I dont really understand it.

When I’m I supposed to start applying to these scholarships and where do I find them?

Where can I find or can u suggest scholarships for academic merit?

I am in my third year of Mechanical Engineering at Dalhousie University, I just finished a perfect term (4.3 GPA out of a possible 4.3) for the first time ever. I always hear plenty of talk about many scholarships being based on more than just marks, (as an encouragement to people who do not have high marks, that they can earn scholarships) but I am trying to find some that are only based on marks, and how to apply for them.

imageThe American President Barack Obama made several educational reforms after taking charge as President. One such program is the scholarship program for single moms. He announced a stimulus package early this year and provided scholarship assistance to the American moms to complete their degree education. It is a fact that many of the American moms leave their school without completing the degree education. This financial assistance is given in the form of Pell Grants based on the income and other deciding factors of the applicants.
The eligibility to receive the Pell Grant is decided based on an application called Free Application for Federal Student Aid (FAFSA).In US the Pell Grant assistance is usually given to undergraduate study. In exceptional cases students enrolled in post-baccalaureate teacher certification are also given this assistance. A large number of schools and universities participate in the federal government’s Pell Grant scholarship program.
The President Obama has increased the scholarship amount for moms to $5350 for the year 2009-2010.An eligible mom may receive this scholarship based on the income, number of children, work history, duration of the study and expenses at the college for meeting tuition and boarding charges.
All students are requested to fill out an application called Free Application for Federal Student Aid (FAFSA) to receive the Pell Grant. The general requirements of the applicants can be as follows.
1.Must be a US citizen or an eligible non US citizen
2.Must have completed high school or equivalent education
3.A social security number
4.A statement incorporating that the scholarship would be spend only for the successful completion of the program
5.Must obtain personal identification number(PIN) from US Department of Education

The Obama’s scholarship for mom’s package has been welcomed by the American citizens. The package will help those families with low income to find better job opportunities.
